I have seeked a representative help from EduFrance, to study in France. The representative confirmed that my desire to study french in France is possible, as long as I have a letter from the university that I have paid a deposit for the courses. I paid for 6 months of deposit, after only to learn from the French Embassy that I can't study just french language, I have to study a Masters or another Degree. According to the interviewer's response, it seems that I shouldn't have to pay for the visa processing fee, but I have paid and in true french resigned attitude, they did not bother to set things right and refund me the fee.
The EduFrance is under the French Embassy hirerachy, but they provide misleading information. I am not able to get a refund from the university and the representative can only apologize for her mistakes. I hope to get a proper answer and hopefully my money refunded.

The American Embassy in France would be a good place to go, unless you're saying that EduFrance is under that embassy. If so, be sure that it's not an American institute with French employees. If so, contact their English-speaking counterparts, explain the situation, and if all else fails, contact the Better Business Bureau.
