She's either not confident in her skills. Or she's not enjoying herself. Ask her what you can do to make things better for her. There's no shame in asking, she'll probably think you considerate for doing so.
The other possibility is that she was brought up to think sex was a nasty, dirty practice in which case she will never enjoy it. If that's the case, I'd start looking for a new girlfriend. Sex is a part of a romantic relationship, and while its not the ONLY part, it is a part that will be noticed if it is missing.

Well for some reason women have been taught that only sluts initiate sex. So many women are afraid the guy might think she is a slease. If it goes good after you initiate it I wouldn't worry. Talk to her, tell her it makes you feel like she really cares about you when she makes the first move.

She's shy. She's afraid that she will do something wrong. She is insecure about having sex. Chances are, she's not even orgasming. She's probably so concerned with other stuff that she just can't. I had the same problem for a while. But then I loosened up.

Act like you dont want her. Make her think she cant have you and she will want you. i did the same thing because my boyfriend always wanted sex its a turn off to girls for there man to always want sex. Give her some space and act like its not a big deal. I promise she will initiate sex...

Maybe she comes from a conservative family and is programmed to think that "good girls" don't initiate sex.
