Since the criteria to play in the Mercedes Championships is for winners in PGA events during the precdeing season; does the 12 European Team members who won the Ryder Cup are eligible to play.

No, the Ryder Cup is not part of the PGA tour. Some of the players on the European team are not part of the PGA tour, only the European Tour. The list of PGA winners is here:
