Since Pacman won by knock-out, this must be more of a moral question. So my answer will be YES because as fighters go, he is one of the more disciplined ones out there. He dedicates much time and effort and demonstrates a willingness to learn more. During the last fight with Morales he said for example that he still has room for improvement.
This is not to say that Erik Morales doesn't have the same qualities. He certainly does, and that is why he deserves to be in the hall of fame. But it may be that he is now at the end of his time.

Yes, as a Morales fan it was hard to see our warrior go down like that and not get up. but Pacquiao was clearly overpowering.
