She LOVES the reaction she gets when you are angry with her. So don't give it to her. Instead, (and this is hard to do) try to ignore her attempts to get a rise out of you. Then wait until she is being good and give her lots of extra attention. She'll soon lern that being good is the way to get your attention.
Worked with my little brother. We are 24 and 18 now and get along great.

I have 2 little sisters. One 3 and a half years younger and one 7 years younger. They used to bother me a lot when i was young. I would give them a stiff punch in the arm or threaten them behind my mom's back, but mostly avoid them.
Now we are all the best friends in the world. We are 42, 39, and 35 years old. Time takes care of these things. We laugh about it now.
I don't advise being too mean, though, because my sisters (especially one) still tells people how i used to torment her. I really am sorry now and she is sorry she was a brat sometimes.

I had the same problem with my younger sister. She was the youngest of four kids, and could do no wrong. She Was "daddy's little girl". We fought, I beat her up, she beat me up, but it was always my fault. By the time she was 16 and I was 20, we were the best of friends, and still are, (30 years later). We now laugh about the lumps, bumps, and scars, and sometimes we still have a "blowout". But believe me, when you get older, you'll find out that when the chips are down, family is all that counts. Boyfriends, girlfriends, husbands, wives, that's all on paper at best. Family is forever.

tell your parents that you have a problem that you need their help with. Say it like that. It will get their attention. tell them about it but don't use the words evil or devil or always. Admit that you love her to them and that she is good but other times she does this or that. Ask them what you can do. I had my daughter stay right by where I was so I could watch for long enough for my son to forget about her as a target. Maybe they will do that too. or maybe you can just hang close to a parent so they can see for themselves if you are more comfortable with that. if you can't do that, then talk to a counselor at school about it and they can help you talk to your parents.

It sounds like to me she wants attention from you. Try playing a game with her every now and then or doing something special with her that she wants to do. I bet she wouldn't get you in trouble as often.

Try ignoring her. Kids have a sense what annoys you the most and will keep at it until you explode. So try ignoring her when she is being her most annoying self and she just might get bored
