my walls aren't dry wall, they're concrete. the ribbons will be weighed down wit xmas decorations so anything stronger than 2 sided tape

how do you mean? straight down the wall? what about a staple gun (it leaves smaller holes than a nail). or try two pieces of double stick tape. just put a small stitch from the ribbon to a piece of tape. then tape that to a piece of tape on the wall, of course it will depend on the texture of your wall though.

Go to the hardware store and get "Stick-E-Tack". It's a sticky putty like substance that doesn't damage walls. It should hold ribbon.
