Could be a urinary tract infection or the symptom of another illness, better have the vet take a look.
If he checks out physically he may have been frightened either outdoors or by you overzealously trying to correct a bad behavior.
Try to be loving a patient with him. When you send him out to go potty, go with him. If he seems affraid of something try to find a new potty spot.
Crate him inside so that he will not get away with using the house as his bathroom when no one is looking and take him outside first thing anytime you let him out of his crate.

Peeing and walking at the same time? Better have him checked for an infection at the vets, just in case. Better safe than sorry, since an infection in the urinary track can become serious.

Sounds like a urinary tract infection. Your vet will need to take a urine sample to determine.
