Apply for a duplicate title if you are not still making payments on the car.

How did you loose your vehicle? If it's a title you need file a lost title form with the state and they should be able to fix you up.

Every state is different, but if you contact the office that you pay your registration fees to they should have a form for you to complete, pay a fee (it is the government you know) and then they will send you a new one.
Most local and state DMV type offices have an on-line site that you can download the form from and have it competed before you go into the office.
