As someone who has been unlucky enough to be rear-ended twice by idiots not paying attention, I do not tailgate others. As for handling those who tailgate me, I just let off the gas, do not touch the brake, and keep slowing down unitl they get the clue. Going faster is what they want you to do. Just gradually coast, hell stop if you have to. That just keeps them from getting where they need to go any faster, and if they decide to do something illegal like express-lane you ar something, then they are breaking the law, not you, and you can continue safely on your way.
or just pull out your 'nine and blow them away

I don't tailgate (being paranoid of crashing into the car in front of me), so I have no idea what that's like. I go the speed limit and let all the Grand Turissimo drivers pass me.
My husband, when tailgated, slows down 5 m.p.h. every 15 seconds until the tailgater knocks it off. He also taps the brakes erratically (not to stop, to just make the lights go on). It tends to work quite well and makes the person back off, though they do tend to make nasty faces when they pass you on the right.

If I am tailgating anyone, it is because they are holding the fast lane. If someone is behind you in the fast lane, speed up, or move over. if someone is tailgating, they inevitably want to go faster than you do, so be polite, and move over to let them by. remember, no matter what speed they want to travel, or how illegal it may be, you are slower traffic, and the law says slower traffic keep right!

Neither, what you are doing is begging for someone to put a red light on you and ticket you for 15 over, reckless endangerment, and following too close.
Have your driver's license, registration and proof of insurance handy to show the nice officer.

i agree with eric1633, the left lane is the passing lane. slower traffic keep right. this only applies to highway driving though.
