I don't know of a particular part of the Bible that speaks about friendship, but Proverbs has many sayings that show how important and wonderful friendship can be. For instance Proverbs 18:24 says, “THERE exists a friend sticking closer than a brother.” And Provervs 17:17 tell us “A true companion is loving all the time, and is a brother that is born for when there is distress.” and “Faithful are the wounds of a friend.” (Proverbs 27:6). Proverbs also tells us of the importance of choosing wise ones as friends. It says, “He that is walking with wise persons will become wise, but he that is having dealings with the stupid ones will fare badly.” (Proverbs 13:20)

John 15:13 "Greater love has no one than this, than to lay down one’s life for his friends."
Mark 12:31 "And the second, like it, is this: ‘You shall love your neighbor as yourself.’ There is no other commandment greater than these.”
Proverbs 27:10 "Do not forsake your own friend or your father’s friend, Nor go to your brother’s house in the day of your calamity;
Better is a neighbor nearby than a brother far away."

Short answer: the whole bible shows us that God wants nothing more then true friendship with us.
There are tons of references having to do with human friendship with human though.
David and Johnathon,
Jesus and John,
Elisha and Elijah
Paul and Barnabas
Paul and Timothy
Luke and Paul,
Stephen and Peter,
there are hundreds
Just look at some of them and ask God to show you why? it was the way it was!

You can't go wrong with Proverbs. Full of truisms about life and how to treat each other. Mathew 5 - 9 has a lot of good advise too.
