Depends on if you're talking about all-gas run vehicles or if you're allowing the hybrid cars in the question. There's no doubt that the Toyota Prius or the Honda Civic Hybrid. But if we're talking all gas cars, there's nothing like the brand spankin' new Toyota Yaris. Think it's like 38-41 miles to the gallon. My boyfriend just bought one. Also, I have a Honda Civic. They're the best, most reliable, most well made economy cars that exist, in my opinion. They also have lots of other perks, like being relatively inexpensive, and they also hold their value really well.

Of cars whose main source of propulsion is gasoline, the car with the best fuel economy is the Honda Insight Hybrid. It was introduced in December 1999 and has attained EPA Fuel Economy ratings of 70mpg hwy, 61 mpg city. I own one and average about 73 mpg in mixed driving in a northern climate. The average INsight driver averages 65mpg. As of September 2006, the Insight was discontinued by Honda because of lack of sales. The Insight can be driven for extremely high fuel economy, the highest whole tank average for a stock Honda Insight was 164 mpg over 2254.4 miles set in Tonkawa, Oklahoma in September of this year. Insights are still available in the used car market for anywhere from $7500-$20,000. The car never needs to be plugged in and runs just like any other small car (except you only fill it up every 700 miles). Some Insights have made it to over 200 and 300 thousand miles in normal service. The batteries are warrantied until 150,000 miles or 10 years.

Assuming you mean one that is sold to the public (which would exclude electric cars), I am pretty sure it is the Honda Insight but production has been discontinued this year. Also, the Prius gets slightly better mileage on average than the Civic Hybrid.
You can get some insane fuel economy with an electric scooter as long as you're willing to sacrifice power and range...

I don't know about diesel cars. Maybe the VW Lupo with the 1.6 liter diesel gets the best mpg overall. Around 75 mpg.
As far as petrol cars you'd have to go with a hybrid. The Honda Insight bests the Toyota Prius by a gew mpg's.

2. The ones who doesn't need fuel AKA alternative energy like solar power, hydrogen power, electric engines.
3. Diesel Hybrid Engines (not on cars but on trains and ships)
4. Toyota Prius and Honda Civic (gasoline hybrid engines)

Try the Toyota Prius, Higlander Hybrid, or Camry Hybrid.
The Honda Civic Hybrids are pretty good too.
