If you got him from the pound or he was really lonely as a pup then all of a sudden you came and were his savior he may have some drama there. He may remember the happy part when you drove him away to his happy new home in a car. If you leave him alone most of the day and most of the time you're with him is in a car. He may have some emotional attachment to cars.
That sounds crazy...but hey, dogs are really emotional.

There are no such thing as a stupid dog. The one thing you have to remember is to have patience while training your dog to stop chasing tires. Although watching your dog approach moving cars or bike is extremely upsetting, yelling and screaming won’t likely stop him. Raising your voice will probably increase his excitement and encourage him to pick up speed.
Remember dogs are hunters and your dog has chosen tires as "preys"
Practice stopping the dog while trying to catch the "prey". With an assistant set up an exercise with an old car tire where the assistant rolls it in front of the dog. Use a long leash to keep control on your dog.
But now comes the difficult part both for the dog and yourself. While the dog is chasing the "prey" you have to vigorously "Stop" the dog. The idea is to give the command to "Stop" or "Leave it" and then "Sit" before the dog catches the "prey." As soon as you commands the dog to stop the assistant must also stop the tire immediately. You would then approach the dog and congratulate him vigorously for his behavior.

He obviously thinks that the car is his domain. It sounds like he also doesn't respect you as his owner and therefore leader of the family.
That needs to change. Work on correcting him on a leash. But create the situation, don't let it come about on its own.
For example, put your dog on his leash and then lead him around the car, correcting him with a sharp tug or a 'no' whenver he seems interested in climbing in.
It'll take work, but you can break him of this habit. Because that's all it is...a habit. We all have them of course. :)
As a side note, whenever the doorbell would ring at my house, my dog would run full speed to the door and when we opened it would rush out and jump all over whoever was there. We stopped that by using a leash and now we have her trained so that she stopped right as she reaches the tile surrounding the entry way and sits down.

You need to be more dominate with your dog. Teach your dog how ti sit first. Next take your dog to the car tell him to sit. Tell him to sit. Open the door. If he moves sit him again. Do not tell sit again just sit him. Do not let the dog into the car until you say it is ok. Pick a word like load, up, or car. Then let him get into the car. Don't go any where. Just tell him out. pop the leash to and tell him out. Stay with it till he gets it. You might have to pull him out but tell him once out. put him in and out until he under stand how to get to go any where he has to behave in a good manor

You need to take control. Right now the dog is freaking you out and he knows it. Dogs are not stupid. Put a leash on him and when he jumps into the vehicle give him a stern NO and guide him out. TAKE CONTROL!

he isn't stupid!
Maybe he feels comfortable in cars. Maybe he is afraid that you are going to leave him. He probably wants to be with you and wants to go with you wherever you go.
