Yes.
If you are in the US, then you should file a petition for him to change his status to that of a resident (green card holder).
Be careful though, if you did get married and then he leaves the country and tries to come back to live with you...prior to getting his status changed....he may not be allowed in as a tourist. That is because he is intending to immigrate and not just stop in to the US as a tourist.
If after you are married, and you file the petition for him, he wants to return home and come back- you need to get advanced parole.

Yes, but if he has been here less than 90 days, it could cause problems at the marriage interview.

yes. you just have to go tell the immigration office nearest you that you got married so they can change his status and get you started with the necessary paperwork.
