Cesar Millan exercises dogs on a tread mill quite often. If you don't have one ,you can pick up a used one. It appears fairly simple to teach them to walk and run on the tread mill.

Dude, I live in Canada (Northwestern Ontario) where it is Freakin COLD. Anyway try buiIding a kennel outside, we built a kennel with an insulated dog house for our dog and she gets plenty of exercise. Or if you prefer use a dog run (clothes line works) Try just playing around in the house. Let's not forget that dogs are animals and are better equip to be in the cold then we are.

Border Collies are really intelligent & energetic animals. I would recommend putting her to work in your home. You can teach her some new behaviors in the house so her mind is busy.
Not sure if you have room in your house or maybe a garage. I found a straightaway leading to my front door and throw a ball for my dog to retrieve. Sometimes I hide things and send her to find them. I've done obedience work & new tricks in the house.
About getting her out to exercise. You can buy her a doggie sweater or blanket and booties to protect her feet and take her out for a quick run. Remember a dog will burn more energy in colder weather so this might not be as hard as it seems.
Don't forget dogs can get frostbite so be sure to protect her when out and if she is too cold when she comes back in warm her extremities slowly.
Hope this helps

is your dog allowed around the house? if she is then you can let her in the basement or something instead of a kennel. if you are not busy in other times of the day you could exercise your dog in the afternoon when the sun's out. If your dog is smart you can teach her to fetch a frizbee or a ball in your back yard and you wont have to move, but the dog can get exersize. if there is a door leading to your backyard, you could stay inside. This is not the best idea, but you could build an electric fence and your dog could go outside. I hope this helps!

Thirty minutes a day of playing with a rope, chew toy or wrestling in doors can really give both of you a good exercise. Increase it to an hour a day over a couple of weeks.

Bundle up, you took this dog, knowing full well you would have to take her outside for exercise in the winter, and get a tie-out so she can go outside for a while w/o being hit by a car...

Dress warm.If you can spend 20 minutes a couple times a day out side throwing a ball or what ever you pup likes to retrieve this would be a good start.
