Poodles do not shed much but require alot in the area of grooming, as do Shih-tzus, Peekinese, Pomeranians and Yorkies. I would not recomend one unless your parents are up for paying for a groomer every 6 weeks. Short haired dogs are the best. Jack Russells are probably too excitable and difficult to train for a first dog. A Min. Pin might be a good choice, or a Boston Terrier.
To potty train a dog you must be very dilligent. Understand that dogs do not have a short term memory, you can not scold them for something they did a minute ago, please don't rub their nose in it, they don't understand.
You or someone else responsible must be availabe to take the dog to the wanted potty area every few hours and always after eating for a puppy.
Never leave the puppy unattended. It can not be allowed to learn bad habits when no one is looking.
I recomend crate training. Whenever you can not be around to watch your dog they should be in a crate. It should be big enough for them to stand and turn around in comfortably but if it is too big they will just pick a corner to do their business in. This is not good.
Whenever you take your dog out of the crate you should take them directly where you want them to go potty. Stay with them until they do. Then praise and reward them.
Always keep an eye on them when they are not in the crate. If they try to go potty in the house make a lound noise to startle them and then take them to their potty place. Praise them when they go. Do not reprimand them when they make a mistake just try to associate the loud scary noise with going to the bathroom in the house, not with you being angry.
You do not ever want your dog to be affraid of you or you will never master the come command.
As for not running away when you let it outside. Don't! Never let a new puppy outside without you and a leash. There is much it needs to learn and it will not learn it out there by itself.
Finally,
Before you buy any breed, research it. Make sure it is a good fit for you, your family and your lifestyle. Be prepared to care for it for the next 15 years, that includes vet and grooming bills. (even short haired dogs should see a groomer or vet to have it's nails clipped and anal glands expressed every 4-8 weeks)
and buy a really good training book and be diligent when they are young. It is much easier to never let it develope the bad habits then to try to train it out of them.

firstly all dogs need to be family pets.. your parents are going to be responsible for it so ultimately the choice is theirs.. including the choice not to get a dog..dogs cost money and are time consuming.. they are a LIFETIME COMMITMENT (eg. if the dog is yours then what happens to it when you move out - few landlords allow pets)
dogs will not run away if you have a fenced yard - if your yard isnt fenced and you dont have a dog run you are not ready for a dog anyhow.. dogs kept tied become agressive...
dogs dont use the bathroom - they pee and poop outside..getting one very young means its too young to be housetrained anyhow (mostly 12 weeks is when you can start this.) BUT if you are not a knowledgeable dog person this will be a disaster.. get an adult dog instead (already house trained and less destructive)....
dogs that dont shed require frequent trips to the groomer for hair cuts

a lab or a golden retriever. They are very loyal and easy to train. You could get a shock collar and keep it on them and every time they dont' do something right then shock them. Or get the one for everytime they bark it shocks them. Also i would recomend the bitter apple spray. works great. But if you would like be nice go to the humane society and get the most urgent dog ((meanign which one will get put down next)) and take it. i'm sure that it will be nice and loyal and a good family pet.

get a dachshund(weiner dog). they fit your description. i have a dachshund named bandit.he`s the perfect little pooch. he doesnt drool, and is house trained. when i let him outside in the front yard, he doesnt run away. he just stays in the yard. i think that would be a great dog for you.if not you can always go to akc.org and look there.

best breedwould probably be a whippet, also look at italian greyhound, chinese crested (not powderpuff), or a pug. you can adopt a mix of any of these from a shelter also and it will cost less.

you should never put a dog outside unsupervised, you always should stay with them if they are off leash. to teach it to come when you call it, call its name when it is looking at you and you have food, then praise it and feed it the treat when it comes. then put it on a 6 foot leash and call it/praise, use the leash to guide it if it isn't paying attention. then start using a rope, until you can put the dog 20 feet away and it will come, then take the rope off and call it from anywhere and praise/treat when it comes. you can also have 2 people sit on the ground with treats and call it back and forth between them.

I HAD A TEA CUP POODLE ONCE AND HE WAS VERY SMART BUT VERY MEAN. I HAVE A PIT BULL NOW. VERY SMART, LOW MAINTENANCE, VERY GENTLE, DOESNT DROOL, BUT MAYBE TOO BIG FOR YOU. HOW ABOUT A JACK RUSSEL TERRIER? MY MOM HAS ONE AND HE IS GREAT.

dont get a lab mine is only 81 lbs and it pulls me around everytime i bring it for a walk. get a weiner dog, if you dont get them from a pound they are alot of money..
