Is it possible that you grabbed the taskbar and pulled it down out of sight? If so, then there should be a small strip there, that if you mouse over should become the arrows that you can resize the taskbar to your liking.
If you don't want the functionality to do that, right click the taskbar and click on Lock the Taskbar. This will uncheck it and it will be fixed in the position that it is on the screen.
If that's not the case, then I've never heard of that, unless you've used something like WindowBlinds or StyleXP. If it is something like that, undoing all of your changes and re-booting might fix the problem.

To display the taskbar
If the taskbar is hidden, right-click the Start button, click Properties, and then, on the Taskbar tab, clear the Auto-hide the taskbar check box.
If you have temporarily hidden the taskbar by dragging the top edge down, drag the visible edge upward to redisplay the taskbar.

Sounds like you may have accidently moved it. Move your mouse around the edges of your monitor. It should pop back up, then click and drag to keep it there.
