The strange thing is that the Army Active Duty Monthly Basic Pay chart lists wages for 0-5's (LTC's) starting at 2 years or less. Now, I don't think they'd list it if it wasn't a very remote possibility... so I'd say yes... somehow it's possible that 12 years will get it. (Possibly through a combination of prior service or other merits.)
I mean, there's probably a way that's not normally exercised. Like for instance, any soldier who was awarded a Medal of Honor is to be saluted even if he's a PFC enlisted ranks soldier because once he gets the Medal of Honor, he receives also the honorary rank of 0-1 or 2LT, 2nd Lieutenant.
I vote yes. But I also add to that - no matter what - It CAN'T be easy.

No it is not possible for a person to become a LtCol after only 12 years in the Army. They require 16years +/- yr time in service and 3 years time in grade as a Major before they are eligible. Now I have no idea what ROTC might bring to this issue, so if they did 4 years in ROTC and that goes to their TIS then it is entirely possible, but I don't know.

Yes it does. I know from experience. I'm 28 years old, a Commander for the United States Navy Special Forces. My schooling is complicated, but I graduated with a degree from the Academy. With four years of ROTC classes of course. With the war going on, I have done 4 tours, and have been promoted to an 0 - 5 for almost a year now.
Work hard above and beyond. Serve your country. And you shall be rewarded.

When I was stationed in Mechanicsburg, PA, a brand new officer came into my office for an ID card.
He was a Dentist in the outside and joined after years and years in dentistry.
When he came in, his rank was a Commander, which is equivalent to Lieutenant Colonel.
Just thought that was cool.

Sadly, it is possible. For the past 15 years it has been very hard for the military to hang onto officers.
