pasta , rice or mashed potatoes and top with ground beef or fish such as salmon in a sauce ie a la king, use root vegetables such as turnip, carrots, beets or a cabbage to add nutrients and bulk , make a beef stew , cut up a cheap steak to save labour costs and make your own. . A low cost meal is browned ground in a pan , sprinkle with a couple of tablespoons of flour and add milk to make a creamy sauce right in the pan and top potatoes or rice add some grated cheese if desired

It sounds like we have the same type of budget. But my husband will eat anything but tuna! We have spaghetti or goulash a lot. The other thing we like is chicken parmesean. To make it easy, we get the box of frozen chicken parmesean from Wal-Mart. It's pretty decent and costs between $2-$3. It has all the sauce that you need with I think 6 chicken patties. That's enough for us for dinner, and then enough for my husband to take to lunch the next day.
Good Luck!!

you can go to campbellssoup.com and find lots of easy recipes. I usually buy the off brand.
chicken enchiladas are easy flour tortillas, shredded chicken, cheese and enchilada sauce :just mix up the shredded chicken with cheese and some of the green enchilada sauce (or red if you prefer) roll it up and pour sauce and cheese on top. cook in oven at 400 for 15-20 minutes.
BBQ Chicken sandwiches:
cook a chicken with bbq sauce in the crock pot and cook for several hours on low until cooked. Stir every 30 minutes or so.
there are several recipes on the back of stove top boxes that are cheap.
Beans and cornbread
you can go to cooks.com for easy cheap recipes too. Good luck

Beans and rice. Buy dried beans and soak rather than canned. Don't eat meat. If you eat the types of vegetables you like and starch (potatoes, rice, corn, barley, oatmeal) you can save 15 - 20% on your food budget. Buy the one pound bags of frozen veggies you like rather than two or three serving packages and cans.

This is very easy and inwxpensive. Don't buy any more shrimp than you need. People tend to buy by the pound but, I found that you shpuld buy by how much should be consumed each, So for this dish 8 large shrimp each should do it.
I like linguini for this dish.
Dinner for Two, Please
2-4 garlic cloves, thinly sliced
1 medium onion, chopped medium to coarse
2-3 large roma tomatoes, peeled and chopped
1/2 lemon, juice of
black pepper, from mill to taste
1 tablespoon dry tarragon
1 tablespoon grated oregano
2 tablespoons grated parmesan cheese
1/4 cup red wine
1 lb large shrimp, peeled and deveined
8 ounces pasta, of your choice
2 tablespoons olive oil
Heat olive oil in a deep skillet over medium heat.
Add garlic slices stirring constantly, until golden brown. Remove from heat and set aside.
Add chopped onion and stir until clarified.
Add chopped tomatoes with their juice; return garlic to mixture. Squeeze lemon juice by hand into mixture.
Bring to a slow simmer and mix well.
Add tarragon, oregano and parmesan cheese. Grind pepper from mill, to taste.
Add red wine. Cover and allow to simmer for about 10 minutes. Uncover and allow to simmer until liquid is reduced to half.
Add shrimp and cook uncovered until pink.
In the meantime boil water to cook pasta al dente.
Drain pasta and set aside -- When shrimp is pink, add pasta to sauce and mix well to coat.
Divide between two pasta plates, spoon sauce and shrimps over noodles, and enjoy.
Open another bottle of wine, and smile.
