No, having the tongue pierced back further means that the dude either wanted it that way, or the person piercing the guy's tongue was trying to adjust where he was sitting before doing the piercing and suddenly as he was about to pierce, he sneezed and the piercing went further back, and he was like "oops, sorry"...
Hope you liked the story, but really, no, it doesn't...
It means it was either done intentionally, or accidentally, but holds no other significant meaning.
