Don't worry about your usual idea of digital image quality. The contest people are not going to enlarge or print this copy of your picture. They are going to judge it's photographic or artistic merit.
So they do not need a high resolution version. They want to keep the file sizes small to save storage space, yet have enough pixels to view it clearly on a computer screen.
Most photo editing software has a Resizing function. Open your photo and choose Resize (or Image Size, etc.).
You will see the current image size in pixels.
Check the Resample and Constrain Proportions boxes. This will allow you to change the pixel dimensions.
Change the largest pixel dimension (Width or Height) to 500. The other dimension will be adjusted accordingly.
Save As the photo to JPEG format with a new name. Choose High Quality JPEG.
Now Close the file and check the file size with Windows Explorer (or some other software).
If the File Size is greater than 500KB, reopen the file and Save As again to a different name using a slightly lower quality JPEG setting. Do this until you get the File Size under 500KB.
Now upload your pic to the contest.

You can do this in microsoft paint!
For Windows XP go to Start > All Program > Accesories > Paint
Once paint is open, drag and drop the image into paint. For here press Ctrl+V and type in the percentage that you would like. (This is the percentage of the current pixels). When you have it how you like it go to File > Save As... and save the file where you want it. This should be under 500 kb.

1) take a picture, preferably at max res, and in jpg format.
2) resize to those restrictions. Tweak it if it needs it.
The result should be well within those requirements.
(Psst...google Jasc...get the PaintShop Pro demo. It's pretty good. You can still get v. 7, a thirty-day trial, but mine never expired. Picture Window Pro 3.5, too. Google serials and cracks for the code.)
(One more psst...hope that contest isn't through picture.com.)

You can manipulate your photos to the specifications of the contest using a software program like Photoshop. You may have editing software that came with your camera, some manufacturers include free trials. I also use ACDSee, although I find Photoshop easier.

you have to get the picture at the maximum dimensions and the highest resolution, and open in photoshop and re size it to 500x500 px(right click on picture header and choose image size too 500x500 px and lower the resolution to 300 px/in),then save a copy as jpg,this software will let you choose the quality by a jpg slider,set it to maximum and save it, then check the file size,if it is higher than 500 k ..then delete it and save new one from the original copy by lowering the jpg slide a little bit,do that until you get a less than 500 k one,remember:don`t do any corrections on the jpg copy,do that on the original one that still opened in photoshop,and save a new jpg copy

you need a photo program like photoshop or photoimpact. these programs can resize images and convert them to jpegs if needed
