put them in a small kennel, they wont pee in it if they know it's their bedding and they know that it's the only place they know to sleep. take them out OFTEN. i have a pug and she needs to go out like every 2 hours and she's a year and a half! their bladders are tiny, especially when they're young. take them out when they wake up, after they play, after they eat and after they drink. pretty much all the time.. you'll start to notice the warning signs - they'll be sniffing around in a circle almost.

if they're peeing on the bedding and it's already in a small kennel, i dont know what to tell you, because they're not supposed to pee on their "bed".. try the vet or the dog whisperer lol
