Let's start from the end--not the beginning. Astronomers with modern telescopes have seen distant stars self-destruct in the form of supernovae. In 1604 practically everbody saw a supernova that was so close and so bright that it could be seen with the naked eye. Johannes Kepler thought it was a new star (instead of a dying old star which is what it really was). But science is known for correcting itself eventually (as opposed to religion which clings to its mistakes). The supernova was the brightest thing in the night sky for weeks and then--poof--it went dark. So this and other observed supernovae were observable by humans within a fraction of a human lifetime.
A new star's birth would be much harder to detect. It wouldn't be nearly as bright as a supernova. You'd need an array of good telescopes, an atlas of known stars and a monitoring systems to watch for new arrivals. You'd have to have a telescope pointed in the right direction at the right time to catch the initial fusion reaction. And unless you were very lucky, you might have to keep looking for a very long time.
Whether God is responsible for the new stars (or the old ones for that matter) science cannot say. It is not falsifiable. If a scientist ever figured out a way to fuse the helium and hydrogen to make a new star, we'd know that he (and not God) made that one. But I'm sure someone here would say that God made the star indirectly (presumably because God made the helium, the hydrogen, and the scientist).
But astrophysicists have a working model of star theory that is--pardon the pun--light years beyond the imaginings of the bronze age sheep-chasers that wrote the Bible.

Based on size, brightness, and chemical composition, scientist have identified old stars and relatively new stars and supernovae. They didn't catch and observe the initial reactions in the newer stars, but the chemicals in them are indicative of newly formed stars--according to the theory.
So believe whatever you want--I have to go read my Enquirer.
P.S. The optics of rainbows are now widely understood. If you insist on believing that water droplets and light behaved in a different way before Noah took his cruise, then I don't think I can help you.

No one can give you a Biblical referance for this answer. God apparently either thought we should figure out some things for ourselves or thought we didn't need to know or since we have not even been able to approprate the simple stuff He is waiting till we get out of Kindergarden. let us suppose for a moment that the Genesis revelation is to a man who was seeing a vision. You see the hebrew language was one of pictures and not constructed as is our language. So for you to understand better I say to you assume this was given as a vision and then men wrote it down in words. Then such things as God made the Sun moon and stars may have appeared to the guy with the pencil as standing on earth and looking up and for the first time seeing these lights in the sky. Now note that previously (as scientists have now confirmed) that the earth was surrounded by a heavy cloud. Then the cloud separated so there was a cloud cover and water below. Man standing in the middle of this vision, being shown a quicky on creation would have seen water some light which got through the clouds and then when the cloud cover parted he would for the first time have seen the two lights from his position hovering over the surface of the earth. For the first time instead of seeing only reflected light he saw the light sources. Note all that bit about the waters separating etc.(in the previous verses) Note too the first time man saw a rainbow was after the flood when the waters from overhead condensed and came down. Now I have shared enough of what God shared with me. You ask Him to share something with you and see what you get.
You see the creation story is not a lie we just do not understand the perspective of the man with the pencil, watching what God showed him.
Instead of approaching God with your fist in the air, try presenting yourself with your head ****** and scraching it wondering how could this be, which is far differant then this is f ing BS and no way am I gonna take my fist out of the air.
You must take truth where you find it and if you are not truely looking then you find nothing. Scientists have confirmed that at one time earth was surrounded by cloud cover which eventually thinned out and fell. How could the man with the pencil have known that had he not been shown??

Nope, just the system and set it in motion. The new stars come about when a massive, galactic electric current collide with matter and heat it up like the filament in a light bulb. That's why we see the effects of magnetic fields everywhere in space and in tornadoes and hurricanes and sunspot penumbra. That's also why the corona is the hottest part of the sun, then the photosphere, and then the interior of the sun we see in sunspots.

In the Vedic literature it is said that each star is a heavenly planet which is inhabited by living beings. They are more advanced materially and generally spiritually than the earth. We are the middle planet and the hellish planets are below.(no one goes their for ever) There are never new ones created, only newly discovered by man. God created man and man has continued without Him creating new adams everyday..........so doesn't it make you think He had a system for the stars? It will never make sense to you because it is measure by things outside of your world and you like me have limited understanding.

yes, god created all the suns, that is the stars, their moons, the asteroids, shooting stars, comets and even the hemorhoids. god created even the lowly cockroach and the cock. the hen and the jock. god is a busy busy god. do you have any idea how many stars, planets and roaches there are? it's amazing god has any time for other things, much less know what we are all thinking at all times. and we think god is a he and he is like us. hahahahahahaha

The new ones? There hasn't been one new star formed that we know of. They only discover new ones because they get better telescopes.
Try reading actual science journals instead of the Enquirer.
It is only the intellectual midget that would think new discoveries disprove God when in fact they make Him even more amazing.

bypass to the backside of the sea and you will see no sunlight. yet there is life specifically areas of the deep ocean floor close to geothermal vents. Their source of ability is the warmth from the Earth's indoors. possibly there's a god interior the middle of each planet too, if we use your good judgment.
