Contrary to popular belief, most agencies now scramble their radio transmissions and you may end up getting only the Fire department.

Radio Shack has a big book on all the codes in your area. It even includes local fast food drive up windows, or at least how to listen to them.------As far as what toobusytostress says, Older scanners may not work in your area. Some agencys have gone withdigital scanners and use a feature called trunking. Means a code is sent out on one channel and returns on another. Another thing a bigger antenna is better for getting more channels. If you have a new digital scanner you will not have a problem, you can buy on at radio shack for 400.00.

I dont know if there is a general website but allot of towns have websites where you can find a loca site that wll allow you. For instance if you live in Los angeles dont google "police scanners " rather google "listen to police scanners in LOS ANGELES" try that or email your city and i will try to help you

Some departments list the frequencies on their websites. Many amateur radio stores, or electronic stores also have books of frequencies for your area. You could also try asking someone in the emergency services (firefighters/EMTs) because many of them have their own radios and are familiar with local frequencies.
