You will need a image editor that works with layers.
I usually use Photoshop but you can use Paint.net, which is a free option to Photoshop.

1. Simply open an image. Then, create a copy and eliminate the color letting it b/w,

2. Then, use a eraser tool depend on the image and start "painting" on the part you want in color. It will disappear the b/w and the colored part below will surface.

Here is a small tutorial:

It's pretty much the same but the author use the brushes instead of the eraser tool.

adobe photoshop
import your image
then make a copy of it on another layer
make the first layer go gray scale
then erase everything except what ever you want to keep colored from the second layer (the layer above the 1st layer)
there is your pic.
you'll have to tweak the top layer by smoothing out the edges... you can flatten everythig so it becomes one layer and play w/ it some more.

with out understanding which version of photoshop you have i'm unable to provide you step with the aid of step training. yet once you're taking the unique image and separate the item you pick in colour and save it in yet another record, whether take the unique and alter it to black and white then upload interior the only colour shot as an overlay (merge the two) you have what you're searching for for.
