Hawaii Five-O was a television series that starred Jack Lord and James MacArthur as detectives for a fictional Hawaii state police department. The phrase just caught on... so did "Book 'em Dano" (James MacArthur's role) from the same show.

I believe that "5-0" came from when they used to call over the radio for police and the criminal in the back over heard and spread the name. my dad used to be one.
