I have a small stroller/child carrier and would like to take in as a carry on. In this allowed? It is one of those instep ones that goes from stroller to back pack and is a few inches longer than the 22 inch thing at the check in counter.

If it's longer than the "example" thing at the check-in counter, you probably won't be able to carry it on board; there probably is not a bin large enough to acommodate it. But you can do a gate-check; ask the gate agent when you check in at the gate (not the counter). They will allow you to use the stroller all the way till you get on the plane but instead of trying to stow the stroller, you'll turn it over to the gate attendant who will tag it and hand-deliver it to the checked baggage compartment.

you should call the airline so you could preboard the plane. when i was at the airport last month there were plenty of people who preboarded because they had a stroller or were in a wheelchair

you can take it all the way to the plane then they will put it under and get it out when the plane lands at your destination and you can put your child back in to make it easier to get though the airport
