the late 1500's would be 1550-1599 right?

If the exact year is known, or if the matter at hand requires such precise datum then there's no need to say "late 1500's". This expression is useful to describe periods, artistic or literary movements and so forth. I'd say anything that spans across the second half of the 16th century (1550-1600).

"Late 1500s" covers 3 decades:

Early 1500s = 1st 2nd and 3rd decade (through 1539)
Mid 1500s - 4th 5th and 6th decades (through 1569)
Late 1500s - 7th 8th and 9th decades (through 1599)

However, this doesn't compare to your example of 2004-2010 because that is only covering a 7-year time period.
