Why do people insist on not stopping or moving over when lights and sirens are on?

Some can be attributed to newer cars being better sound proofed and to the lower decibels on the sirens. Others panic and don't know what to do, while others just don't care.

if they do this...for one it's illegal...and they are in such a hurry that they think where they are going is more important than where the emergency vehicle is going. What they don't know is it may be one of their own the emergency vehicle is going to. And some people just think they are above the law or they are more important than the emergency.
Let them be the one who the emergency vehicle is coming to save and hear that "we couldn't get here fast enough because traffic wouldn't get out of the way" and see how they feel.
I know it's a general question...but I see it and I wonder the same thing...why are you in such a hurry that you can't get over the side of the road....it may be you they are after...then you wouldn't be so inconsiderate.
when I say you...this is not directed at the person asking the question...it's at all of you who don't pull over when this happens.

I can't hear the sirens until they get closer because I always drive with my windows up and music loud. I know, not very good, but at least I'm being honest. I do eventually pull to the side when I see the lights flashing.

in most cases people will get over,but some cars ride real quiet,and the sound is not heard until the vehicle is really close to you ,but the majority of the people i see do get over out of the way if there's room to do so,,good luck,i hope this help,s.

Radio up to loud, talking on cell phone, incompetent drivers who should be stripped of their right to operate a vehicle...

Because they have forgotten that part of Driving School. They also forgot that they answered it WRONG on the test to get a license.

Stupidity and their time of a few seconds are much more important than someones house or life. Funny thing, most people think that they aren't one of those people!
