its when you suck on someones neck or part of the body to a point it leaves a mark. this raises the blood to the surface leaving a bruise which are like little blood vessels raised to the skin

an area where you've sucked the crap outa the skin, or bitten, that they are broken capillaries beneath the skin. to get rid of them you need to put cold, then warm, then cold, then warm compressses. either that..or, this is gonna hurt, rub the area in a circular motion, inner to outer, to spread the dried up blood throughout your skin and have you skin re-absorb it. try a chapstick cap..do that..it'll get rid of it
