if your baby kicks the quilt off and your house is cold use a baby's sleeping bag type suit where the baby can't riggle down inside it. Perhaps baby kicks quilt off because he/she is warm enough, I used to leave my heating on through the night till i was confident my child could pull their quilt over them if they were cold. With sleeping bags they dont hve the option to kick it off if they are too hot. I'd use a quilt, save yourself sleepless nights because your baby is too hot and also save money as you will have to buy a quilt eventually.
Try a thin pillow, if baby likesit they will use it, if the baby doesn't like it he/she will sleep away from it. Trial and error.

If they are still in a cot then the easiest thing would be to keep them in a sleeping bag with no pillow.Babies of 12 months don't actually need a pillow. Once they move into a bed then I would say go for quilts and pillows.

Quilt. No pillow. You want to prevent SIDS. When kids are sleeping they may not have the strong reaction in case thier air is getting cut off by a too fluffy bed pillow or blanket. It is it not a matter of warmth (if the house is 70-80 degrees at night) just use a light thin blanket.

I allowed my daughter a pillow at 12 months old and she already had a blanket/quilt from the age of 8 months. She loves it.

At 12 months my daughter was sleeping in a toddler bed with a fleece blanket no pillow. She is 2 now and its the same thing. My other daughter sleeps with no pillow (they are twins) but she is in a hospital bed so I can raise her head up and down (she has medical issues). My son is 5, he has a pillow but never sleeps on it.
I might try to get my youngest twin a sleeping bag, good idea to keep her covered.

When they are a year old they are allowed to have one pillow and a duvet. Personally i wouldnt use the sleeping bag incase they get too hot aswell unless you use the sleeping bag instead of a babygrow and just use a vest. Thats the best idea if they tend to kick their covers off.

I never put a pillow in the crib because she can stand on it to climb out, which poses a safety issue. She uses a crib quilt or baby blankets that are her size. she usually kicks them off but they are there. I keep my home at a comfortable temp for her to sleep in jammies that have pants and a t-shirt, and socks.

Pillow is not necessary, my son didn't have one until 4 and still doesn't use it, if you do want one ensure its a baby one, the angle of incline with an adult one will be too great for childrens forming bones.
Baby sleeping bag (like night dress) is easy to wash and doesn't fall off.
