This would depend on your age, for one...but please don't ever give that out on the Internet...my daughter got her first cell phone just before the 8th grade. She had to earn it though...she had to prove herself responsible by keeping her grades up (not all A's but at least C's & B's), helping around the house (without being told everytime), and keeping her room relatively clean.

First: Can they afford to provide you a phone. Whether they can or can't offer to help pay monthly fees.
Second: Determine how having a cell phone benefits them and then make your request.

You cant expect them to just hand one over to you. Its like respect-- Its not given, its earned. If you prove to them that your responsible to have one, then I'm sure they won't have a problem giving you one.
