Watch the sales ads in the paper. Get the store card for discounts. Buy only store brand canned or dry goods. Buy in bulk when you can for things that will keep, like beans and rice. Skip soda, cereal, frozen goods. Those are super-expensive. Once you're stocked up on non-perishables, then splurge on dairy and veggies.
We once went 3 weeks without buying anything but milk, eggs, and fresh veggies by living out of our cupboards.
And of course...RAMEN! (yum!)

Casseroles are low cost. Noodles are pretty cheap. Potatoes are low cost and you could put just a small amount of hamberger on them or add cheese and veggies.
You can make a pretty good soup with cheap cuts like chicken necks and backs.
