they didn't have quite enough money to finish their purchase?

I do everyday!
Every time someone whips out their food stamps, I am paying for their groceries.

The only time I've noticed that happening is when they are only short a few cents. The cashier has always said "don't worry about it". I wouldn't offer to cover for anyone since I'm usually cutting it close myself and they usually resolve the issue before I even notice what happened anyway.

If they were buying good food and were short just a wee bit, sure i have. but - if their purchases included cigarettes, NO WAY. Yes, this makes me judgemental but cigarettes are a habit/addiction/health hazard to me and if some idiot who likes to light up and burn money is short of cash, then to hell with them. i have witnessed more times than i care to remember , women and men putting back CEREAL and FRUIT in order to preserve their precious nicotine!

Nope, I think it encourages bad habit, and, that would be so embarassing to the one being helped.
