There is no water shortage world wide at all !!
parts of Australia may be short because of bad management & no planing for growth in the population & no extra dam's were built to cater for the growth
but sewage does waste a lot of water
better ideas are needed for the toilet area where water is not used & business should use recycled water as well & houses all should have Rain water tanks like they used to but they made every one get rid of them in the city when sewage came in saying there is to much lead on our roofs from cars etc & its was to dangerous to drink it

I have heard of a process that can turn recycled waste water drinkable & apparently it tastes fine. It is supposedly free of any "nasties".
The people of Toowoomba QLD were asked to vote on this scheme. Although, the thought of drinking other people's dunny water obviously didn't have much appeal
But if it can be absolutely proven it's safe, why not?

Conserve it , we're already recycling it with the sewage system, tap water. Put out barrels when there's heavy rain storms. Can't see how much more than that we can do. By the way what do you dilute water with? I'm curious.
