It's the super-ego keeping the ego and id in line.

From Wikipedia:

Freud's theory says that the super-ego is a symbolic internalization of the father figure and cultural regulations. The super-ego tends to stand in opposition to the desires of the id because of their conflicting objectives, and is aggressive towards the ego. The super-ego acts as the conscience, maintaining our sense of morality and the prohibition of taboos.

TODAY what is “right” or “wrong” is in a state of constant change. In a speech on “Public Morality” Dr. Emanuel Demby stated: “An important reason why it is so difficult for us to pin down the exact moral nature of our times is that it is a period of great transition.” What were widely followed as the accepted standards just a few years ago have been altered or replaced. And with life becoming ever more complex, who is to say how valid the new standards are, or for how long they will last? What guidance does one have?

This situation faces particularly us living since 1914 C.E. Why especially since then? Dr. Archibald Chisholm observed: “So great has been the upheaval in thought and morals, that some suggest that we should regard ourselves as living in the year [61] A.B. (anno belli [the year of the war]), thus indicating their view that a new epoch began with the outbreak” of World War I. The very fact that there has been such upheaval in thought and morals since 1914 emphasizes our need for a guiding voice, for proper direction.

Many persons who are aware of this need express the view that in the final analysis each person ought to rely on his conscience. They say: “Let your conscience be your guide.” By “conscience” they have in mind that each person seems to have a “voice” within him, an inner sense that tells him what is right or wrong. But is that true in all cases? Do you know what is the source of conscience and just how widespread it is? Also, just how reliable is this inner sense? Even if others can depend on their conscience, can you?

When a person learns of God’s laws and principles he develops a more sensitive conscience. Has not your own conscience become more responsive as you have increased in knowledge and appreciation of God’s will and personality? This is something highly desirable. Having and responding to a properly sensitive Christian conscience can help you to gain God’s favor, can make your life more peaceful, sparing you the pain that often comes to those who have a defiled conscience, and can aid you to live a life that exemplifies true Christianity.—Compare 1 Peter 3:21.

Without question, as Christians we do not want a conscience that is “defiled” or “seared,” for such a conscience would be of no value in aiding us to reflect God’s image. (Eph. 4:19)

Conscience or Consciousness? The teaching company has this GREAT course on Neurological Origins of Individuality. I can understand the argument of Christians that consciousness is what makes people unique. But, the advancement in neurology is so impressive that I have to believe our consciousness is the product of action potentials within a complex network of neurons in the brain.

That we all have one and it is very real. You should follow your conscience because you will find that when you do, things turn out for the best and when they dont, things do not turn out to good. Your conscience is a lot like karma. What you spread around. It can be positive or negative karma. Either way it will come back around, either to benefit you or not, but you should follow your conscience.

Our conscience is from the Holy Spirit, but the devil talks to us too. Many ppl can do things in good conscience that are not of God. I heard a man say once it was ok to beat his wife, cuz she wasnt a great wife, and it was ok with God.
Now , from reading the entire Bible, we see, God doesnt want a man beating any woman, or a woman to beat on a man. God is love. and patience and kidness. This is not of God, yet this man could beat on his wife and cheat on her and had no conscious problem at all. So, yes, we are to follow our conscious, the Holy Spirit, but just be sure what spirit we are listening to. God says to check all things out against the scriputre, that says it all.
If it doesnt match up against Gods word, its not the Holy spirit at all, it is the devil. So, follow your conscious as long as you are sure its the voice of God you hear. Great question...

The conscience is nothing more than the rational awareness of an instinctive pair of urges: empathy and altruism. Lacking of either leads to a person of severe social problems, lack of both generally to a monster.

No deity or gods needed.

Conscience is GOD within. When thoughts stop, conscience appears with True Love, Joy, and Peace.

If Conscience doesn't approve of our thoughts, then guilt arises.

So always do the good things!

Your conscience is baced on moral values and your own ability to not allow yourself to be pulled into sub-thoughtout situations. Your subconscience predetermines how you will react to all possable alternatives to each frame of reality. All the ones it dosent, baced on your experiances cause you to react harshly, crying uncontrollably at sudden bad news, screaming from somthing jumping out of the dark, or hitting your shin in the dark alwase hurts more than kicking somthing dilibaretly. Your moral values are baced on how youve delt with every single situation for your whole life, small things are compressed together in your minds databace and turn into "law chunks", in your mind were your mind "just knows", a good example would be learning how to drive on ice covered roades, when you started there was alwase a curve that almost sent you into a ditch but after taking so manny different turns your not thinking about every other curve and choosing between them. Your simpaly compiling them into one large consepts or maltipal chunks of consepts. conscience, the reason I say its baced on and not made up of morals and sub-thought situations, is this...

conscience is your abivity to controll your thoughts, morals, and sub-thoughts outside of this world and into your reality making you the ultamet controller of your life. To go agents the grain or with the flow at will, choosing apple pie over rasberry pie, dispite your love for apple. Telling your boss hes alwase in a pissy mood and it ruins your day. Standing up for somthing or somone who hates you. Conscience is basicly our worlds biggest fear, and were tought from day one that that fear is correctly placed and has wiggle room within certain lines. You want conscience, I stood up in school a week ago and told the class and teaher that it was an absolute waist of my life. Keep in mind I was #6 in my class of over 1,300 students, student councle class presedent, and natural helpers comitty president. Conscience is your ability to controll your life and the amout of controll you have. Try it, do somthing, dont yell or screem or seek attention, just do somthing bold and unexpected somthing that will chainge people's morals and sub-Conscience.

On a more spiritual level Conscience could be altered by divine assistance or damned, baced on your relationship with God.
