Any paint will work. It's the primer that's important.
Too bad "Red Lead" isn't available anymore.
Is the steel rusty ?? or new ??
If rusty, sand off the "Flaky" rust, than prime it with a metal primer & paint it with a good Oil base paint.
If it's not rusty, Rough up the surface with coarse sand paper or sand bast it, than prime it with a metal primer & paint away

hammerite is awesome

hammerite smooth gives a smoother sheen if that's what you're after
