you can get them for 50 cents in those little vending machines. it may not be exactly what you want but they do have some cute ones. also at many of the malls now they have the independent kiosks that sell temporary tattoos.

you should be able to find them in either the health & beauty department or toy of any department store. they'd usually come in sets, not single. $ 3- $6
