pull the blind down then tke it off the hooks and roll up by hand then put back on hooks and pull down again and repeat till spring is to your liking

pull the blind about half way, unhook one side from the wall and hand wind, put up again and test, keep doing this untill you get the tension that suits you.

I would just buy a new one they are not too expensive...Too fiddly for my liking....no patience...good luck
