Use a product called Polycell Smoothover, it is a little expensive but worth every penny. Easy to use and does the job. Covers the wall like magic. Happy D.I.Y!!!! :o)

I think your best bet is to coat the walls with a mix of 50 50 water and paint, called a miss coat.
When this has dried fill the bad areas with tetron filler and rub down.
You need to give the filled areas a coat to block out the filler (or it will show through) then the room is ready to be done in whatever colour you choose.

If your planning on painting the walls,your going to have to sand down the patches where the old paint is missing.

If the old paint is flaking, it's best to sand it all off with medium grade sandpaper. If it's sound apart from a few small patches, fill the dents with a fine surface filler, let it dry, then sand lightly with fine sandpaper.

line the walls horizontly with lining paper and have a gap between sheets of about 1mm,when the paper dries polyfilla the gaps with a paint scraper,dos'nt have to be flush,and when the polyfilla dries use fine emripaper to flush down,then paint to your desired colour..........
