It sounds like you are using too much liquid. Some standard receipes do not take into consideration that different locals make for diffent baking processes. If I were you, I would simply cut back the liquid ingredients by half (that includes water, oils, milk, sugars, etc.) and see how that works out. On top of that, after you have completely baked the treat, turn off the oven, crack the door, but leave the treats in the oven - this will aid in drying them out.

This one works for me!
4 cups all purpose flour
1/2 cup cooking oil
4 bouillion Cubes
1 tablespoon honey/butter/syrup
1 cup oatmeal (uncooked)
1/2 cup cod liver oil
1 1/2 cups of water
you can also add 2 dietary/vitamin tablets if you want

Meat juice or drippings may be used instead of cooking oil

Pre-heat oven to 350 degrees F. Dissolve bouillions in warm water. Mix all ingredients. Roll out till 1/2 inch thick. Shape into biscuits use cookie cutters or small glass for round biscuits. Bake for about 25 minutes. Brush on honey, syrup or even butter when warm then add crushed dietary supplement tablets, cool on wire rack. Leave in cooling oven (make sure oven is off) for 24 hours for extra crunchy biscuits.

This recipe seems to work for me and my spoiled rotten girl loves them.

First, get a cheap oven thermometer, just to make sure your oven heats to the right temperature. Most are off by a few degrees, though I've seen them as much as 25F off. Second, RAISE the temperature and cook them for less time. That way, the outsides form a nice color, while the insides don't cook so much. Works for me.

Use less liquid and leave them in the oven after you turn it off. By the time your oven is coll they should be just right

try baking them for a longer period at a lower temperature so that you bake them into a hard biscuit, maybe even leave them in the oven overnight.

OK try not to add too much liquid,or maybe add a little more dry ingredients:)
