i know this frosting was used on a choc. cake made with black coffee, it must be beat 10 min. it has shortning wanilla and maybe butter in it.

Sounds more like a glaze and someone subbed flour for corn starch:
Orange Glaze
INGREDIENTS:
1 cup granulated sugar
1/4 cup cornstarch
1 teaspoon lemon juice
1 cup fresh orange juice
2 tablespoons finely grated orange peel
1/2 teaspoon salt
2 tablespoons butter
PREPARATION:
Combine sugar and cornstarch in saucepan. Add lemon and orange juices slowly and stir until smooth. Add remaining ingredients. Cook, stirring frequently, over low heat until thick and glossy. Cool; spread on cake.

Not flour, try powdered sugar..
