Sorry, but kittens and trees never mix. The best you can do is kitten proof the tree by making sure it won't tip over and using plastic ormaents instead of glass. Hang them with yarn instead of wire hangers, remove all tinsel, string lights higher up on the tree. They usually grow out of it, but till then, it's just part of Christmas. The fence idea will not work. A cat or kitten can easily get over, under or through it. I've tried the squirt bottle thing for other behaviors and all I got was two cats who hate my guts.
I've had cats and kittens that just aren't interested in the tree, period. I guarantee that the bunch I currently have would be interested. God knows that they get into absolutely everything else! My cupboards are bungied shut, my shower curtain is permanently folded over the top of the rod, except when in use, I no longer have table lamps, my electrical cords are protected by flexible tubing and my blinds are always drawn up to the top. I almost forgot! I also have childproof safety covers over my stove knobs. They've been known to turn on the gas! I haven't had a Christmas tree in 15 years. I really, really miss having a tree, but my critters are dearer to me than any tree.
When I did have cats and kittens who were considerate enough to leave the tree standing, I did not put ornaments on the lowest branches in order to eliminate the inevitable temptation.

Dude....trust me. Water bottle. when you see that little bugger even walking toward that tree, squirt her. Pretty soon she'll associate the tree play with having to lick water off her butt. It's the only feasible way of teaching them. ALSO! I bought this stuff called "Bitter Break" it comes in several different names, but it's always the same thing...it's a non-toxic sour-bitter spray you can spray on the bottom branches, the lower ornaments, and the trunk. It will taste horrible to your sweetie and she'll remember to stay away. It'll taste horrible to you too, so be careful about your hands. Works on electrical wires too (although wipe it on the wires instead of spraying).
Also: some more things I did. Good to get a fake tree, as the real trees are toxic and the smell is too tempting. NO TINSEL. They're not smart enough to avoid eating it, and it can kill them. Hang nothing on the last branch (dangling is bad), and use the little metal hooks on the ornaments so you can literally wrap the ornament around the treebranch and it won't come off.
Other than that, just be patient and consistent with them. It's only been three days and my kitten is already starting to lose interest in our tree. Good luck!

We hang jingle bells around the bottom part of our tree every year, we call it the critter alarm.. cause you will hear the animal when they are playing in or near the tree! Then youc an yell at it or use the squirt gun. When we had live trees we always used some framing wire, wrapped it around the trunk at about the middle of the tree.. then anchored each end of the wire to the wall with eye hooks, this way if the cat climbed the tree the tree would not fall over.

Good luck!! kittens and trees don't mix well. Use plastic ornaments that don't break. While your home and catch the kitten around the tree spray it with a squirt bottle on stream not mist. I use a water bottle on my cats all the time when they do something there not sup-post to.. If my cats see me pick up The bottle there G-O-N-E-..

Put some aluminum foil under the tree or double sided tape, they will not like the texture of this and stop attempting to enter the area. I have tried this with counters and tables and it works, I have yet to put up my tree, but hoping this will work for that too. My cat never even attempts tables and counters now.

use a squirt gun or spray bottle on it every time it goes near the tree. a couple od squirts each time and i guarantee it will not want anything to do with that tree.
worked for my kittens.

Put a fence like the parents do to their baby's so they get out will you do the same put it will be the opposite it's to keep the cat out of the chirstmas tree.
