The first thing you should do, if you haven't already, is take this up with the neighbors. If you at least start by trying to talk to them and let them know how disturbing it is, you will not only get further in ending the loud noise but you will keep things amicable between you both, versus getting the police involved. Even ask them to come over and listen from your home so they can really get a taste of what you have to deal with.
If you have already tried talking with them and they ignore your requests, step it up a bit, talk with adjoining neighbors and see if they have the same issues with the noise, get them to also talk to the problematic neighbor as well as the HOA. Hound that HOA and stay on top of it. I have lived in a townhome and know how slow the HOA can be on handling things. If it comes down to it and all of the above, then file a police report, letting the neighbors know ahead of time your intentions to go forward with this, may just put a stop to the noise after all. I'm dealing with a similar situation. I live an a condo as well and my neighbor (who I suspect has ADD or something similar) is constantly slaming his cabinet doors in the kitchen which abuts my living room wall. I wrote him a very polite letter asking him to be more mindful but it didn't stop. I just wrote another reminding him how close we are and to be a bit more considerate. Seems to have gotten better but I bet he starts up again! I know you're thinking, "yea but this isn't all day", but it IS! That's why I say he's got a mental problem. I'd try to deal directly with the neighbor very kindly at first with a note and even some cookies or something neighborly, then if it doesn't stop, you have nothing to loose if it's keeping you up any way then to get HOA AND the police involved.

Try to confront your neighbor with your problem. Perhaps they would be willing to tone it down a little bit. Many condos and apartments are built with insufficient insulation. Although this is not your or your neighbor's fault, it is necessary to realize that fact in determining "normal" behavior for this type housing. If your confrontation with the neighbor yields bad results, then call the cops and fill out a report (at least you gave the neighbor a chance to work things out. Operation of a large system like this should not be allowed past 10PM - 11 PM. Be firm with HOA and insist that they do their job; they are the only ones who can enforce a dispute between neighbors and they routinely shirk their duties.

First, did you confront the neighbors themselves? Do so...leave a note (as polite as possible...if you anger them, it may get worse) if you are uncomfortable. Keep reporting. Start keeping records too - write down the times the music is playing, types of sounds you are hearing (even the titles of songs). Details are good for police reports.
I had this problem and ended up moving. Luckily I was renting on a short-term lease. Still it is terrible that so many complexes are built with flimsy walls these days. The least your complex coudl do is to resove the problem quickly.

So why haven't you filed a report? If the condo management won't fix the problem and the police won't come until you file a report, then file the report. That's a no-brainer. But perhaps you've been sleep deprived for too long.

File a report!!
Send a letter to HOA documenting the situation and your concerns. Quote the rules in the letter.

Cops, you can't live with them, can't live without them. The cops COULD come and quiet them down without you filing a report, if they want to. Do your homework and then call the cops and tell them what the local laws are.
Basically, cops get really tired of domestic/neighborhood squabbles over noise. Especially since they are busy chasing down the serious crimes. (or eating donuts)

Talk to your neighbors. Say "You might not realize it, but your stereo is so loud that I can't sleep at night and it is affecting me at work, do you think that by 10pm you could turn it down please?" They might not realize how loud it is. My husband is hard of hearing and he will have his music blasting and I have to literally yell at him for him to hear me over the music and it is not loud to him. If they become belligerent and refuse to cooperate and then they get a visit from the police they will know it was you who called them so you need to be careful because you don't know what they will do.
