Every police officer I am aware of carries their weapon loaded with a bullet in the chamber. It is the only way that is taught in the academy, mainly because when you're drawing your weapon and firing, you're already seconds behind the bad guy's actions.
And no, revolvers are not carried with the round under the hammer empty. Modern revolvers do not allow the hammer to rest on the round beneath it, so there is no need to leave any empty.

Most Police Officers carry 9mm's. In order to put a round in the chamber the slide mechanism must be pulled back by the opposite hand. If the Officer needed to use his weapon he would have to have both hands free to do so. Imagine trying to hold off someone with one hand and trying to pull back the slide. It would be impossible. Secondly, the time it would take to pull back the slide to load a round into the chamber could cost the Police Officer his life or the life of someone else.

I do not know of any police agency, local, state, or federal that would allow an officer to carry a primary duty weapon with an unloaded chamber. If the gun is not loaded, it is not readily capable of defending the life of the officer or other citizen.
No trained police officer carries an unloaded gun.

Yes they do. they carry one chambered all the time so when they get into a firefight with someone they pulled over they can shoot back at them. i don't know about local police but do know that state police like the california highway patrol always carry a chambered bullet in their gun.

Depends on the Officer and the gun. Having a round chambered can put excess stress on the springs of the gun and cause it to not fire. Some choose to keep one chambered, others don't, depends on the Officer. Those that don't keep one chambered will chamber one after they draw the weapon, it's an instinctual response to drawing the weapon.

I beleive so the just carry the gun on safety. If they didnt do this then it would be worthless because if they got into a situation where they needed it then they would have to chamber a bullet before using it

Yes. The need to be ready to respond to a threat in seconds. The safety is on until they draw the weapon and police officers are highly trained in the use and maintenance of their weapons.
