Maybe just mentally retarded or a teenager acting silly which they sometimes do! And I don't know many 11 year olds who ride around in carts either!

That is not enough info to diagnose, it could have been many different things including a spoiled kid who wanted cheesecake!!

they were proble just joking around.. one night my bf age 29 pushed my daughter bf age 20 around walmart in a cart just for the fun of it

It sounds like two kids bored while mom is shopping so they are killing time by annoying all the other shoppers.
