My advice would be to do something that really suits their personality. Some things to consider do you want the proposal to be a surprise? if so dont do anything too out of the ordinary eg. renting a limo, going to an unusually fancy dinner etc. I find the most romantic proposals are the simple from the heart ones. My fiance and I always take evening walks and one time we decided to walk on the beach (he made it seem like a quick decision but it was planned) and when the sun was setting i turned around he was down on one knee it was such a surprise and to me really romantic. I don't know about "purposing" to anyone, but proposing I've found a simple, "will you marry me?" has worked well for most people. You can go all out or keep it simple, just remember that it should come from the heart, and be meaningful to both you and your intended. Congrats and best wishes to you both!

I think the best way is a private spot outside. I got asked at a waterfall in the middle of the winter. Snow was falling! It was beautiful outside and made it worth the trip to the waterfall

The best way to propose is just to speak from the heart and do it in the moment that you feel is right. If you try to plan it to a T then it will feel forced. Just let if flow.

It's PROPOSE, not purpose. Anyway, the best way to propose is for the guy to do it and he can do it anyway he wants depending on your personality and likes.
