If you have a LEGAL reason to obtain a vehicle registrant's information (e.g., you were the victim of a hit-and-run), go to your nearest police station and file a report. Motor vehicle registrations are private information, and are not available to the public at large.

Go to this page: http://www.dmv.org/license-plates.php and then click on the state where the plate was issued. At the top of that next page you will see 2 services that will run the plate for roughly $30. If you do not see those services at the top of the center column then providing that service to private citizens is not allowed in that state.

if you mean get owner info from a plate - you can't. the DMV wont give out that info as it is confidential. if you have a beef with someone and all you have is the plate - i suggest you call the police or an attorney or private investigator
