It will get there but it will take 4-5 days as it has to go through Royal Mail Revenue Protection Section were it will be surcharged the surcharge is £1.20+second class postage 23p so the DVLA will have to pay £1.43 to recieve it if they refuse it it will be returned to you if it has a return address on the back if it has not it will be sent to the Returned Letter Branch in Belfast where they will open it to find if there is a return address inside if there is it will be returned to you this process may take up to a month to get it back to you and you will still have to pay the surcharge fee and the second class postage to get it back.

Hope this helps you.

It will NOT reach the DVLA. The Royal Mail will open it, and when they see the address of the person who sent it, it will be returned to you and you will be charged nearly a pound

Normally the letter should reach its destination and the DVLA are supposed to pay the postage, but that is another story, if you are lucky they will do the work and add the post charge.

If there is a return address on it, they will return it with postage due. But, if no return address, the application/letter will go to the Dead Letter Department, and if they have time, they will open the application and find the address from where it came from and return it, but most likely it will be destroyed.

DVLA will accept the letter, but when they return his licence, before he can get it he will have to pay postage on the letter that they have sent back to him.
