The surveyor is bound not only by ethics, but also by statute to correctly measure and report the actual field conditions. These measurements will be used to calculate payments for construction. There really should be no need for a discussion. A professional surveyor should never alter his measurements. It is not a surveyor's responsibility to help his client, only to report the facts. Also, once you start fudging numbers, you never really know what's good and what's not and is not professional.

On big projects, both the owner and contractor often have their own surveyors, with the owners surveyor checking the others work.
