You are unlikely to get a satisfactory result by trying to paper over old vinyl. You need to strip it off. If you are lucky, it will be the sort where you can peel off the surface layer easily, leaving the paper backing, which can then be soaked and scraped off. Put a bit of Fairy or something in the water - it helps it to penetrate. Oddly, a very weak solution of wallpaper paste does the soaking job quite well, too.

Did you hang wallpaper over vinyl wallpaper? Is so strip the wallpaper that you have already hung. If their is any heavy glue residue left behind remove with undiluted Dif a product by Zinsser. Second prime with a wallpaper primer such as Sheildz also by Zinsser.
You are then ready to rehang your wallpaper. I would probably use a wallpaper activator as this will help the wallpaper stick in humid areas. Home Depot used to have these items but was recently getting rid of wallpaper related items in my area. Paint stores should have similar products.

It's never a good idea to paper over paper unless it's lining paper and vinyl is about the worst as it has like a plastic coating. I always strip off and then hang 1000 gauge lining paper you get a lovely job. The lining paper covers up miner cracks and bumps which of course you shout attend to before you hang paper.

Try using an abrasive disc or sand paper to roughen the surface of the vinyl in order to make the surface easier for the paste to adhere to. Also try using a different paste mix as this may prove better.

you either have to remove the old paper or gently rub the suffice of the paper on the wall so the paste can adhere to the old paper
